Tallahassee-based Florida State University and the City of Tallahassee have agreed on a proposed memorandum of understanding that sets the stage for a transformative shift in healthcare delivery in North Florida: converting a city‑owned hospital into a full academic medical center under the FSU Health umbrella.
The City Commission is set to vote on the MOU at its Jan. 14 meeting.
Under the proposed agreement between the university and city officials, all city‑owned hospital assets currently leased to Tallahassee Memorial HealthCare would ultimately transfer to FSU, paving the way for integration with FSU Health.
“Florida State University is committed to investing in the future of healthcare while expanding our mission of education and research,” FSU President Richard McCullough said in a Dec. 16 news release. “We appreciate the support from the City of Tallahassee and look forward to establishing an academic health center in North Florida.”
The MOU ensures that charity care and indigent care protections will remain in place — and that, in some measures, they will be at least as generous as those under current arrangements. It also outlines a 30‑year investment plan totaling more than $1.7 billion to support improvements to local facilities, clinical programs, research infrastructure and broader health system development.
As part of that commitment, FSU has agreed to:
- Provide $109 million in annual payments over 30 years as compensation for the city‑owned assets.
- Invest $250 million by the end of 2034 in facility upgrades, clinical faculty support and research resources.
- Pursue an additional $1.7 billion or more over three decades via grants, donations and other funding to expand clinical space, laboratory facilities and academic programs tied to FSU Health’s planned academic health center.
“This agreement charts a bold, transformative path forward,” Tallahassee Mayor John Dailey said. “By aligning our hospital with one of the state’s premier universities to create an academic health center, we are redefining healthcare in a way that positively impacts residents locally and across the region.”
Academic health centers combine medical education, clinical care and research under one institution. Typically affiliated with a medical school or research university, these centers serve as regional hubs for complex and specialized care, training future healthcare professionals and advancing medical innovation. Tallahassee’s new AMC is expected to:
- Attract and retain top clinical talent.
- Expand access to specialty care, reducing the need for patients to travel out of the region.
- Draw patients from outside North Florida for advanced treatments.
- Provide cutting‑edge research opportunities and clinical trials.
- Economic impact projected to exceed $3.6 billion
The MOU sets the framework for a future transfer of assets agreement, which will outline the final terms of asset transfer and transition of management and operations. If approved by the City Commission in January, work will continue on that agreement as the community moves closer to realizing this new model of care.
