A former law passed in 2012 granted Children’s a preferential option to lease the land located next to the former NOAH under the condition it would offer mental health services at the location. Lately, however, legislators have been introducing competing bills — one that would strike that requirement, another that would give preference to New Orleans-based Ochsner Health System or put the property up for a bid if Children’s doesn’t agree to offer the mental health services.
