Clifton-Fine, a 20-bed critical access hospital and one of the smallest in New York, hired consulting firm Stroudwater Associates to lead the partnership search. The hospital chose the 294-bed Samaritan because it was a local entity, and Clifton-Fine officials said the affiliation was necessary to “remain a strong and vibrant hospital” in the face of healthcare reform.

Negotiations to finalize the affiliation between Clifton-Fine and Samaritan are expected to conclude this summer.

Clifton-Fine first sought out a partner in June 2012 after its request to convert into a private, non-profit entity was rejected.
