Wake Forest Baptist to Appeal CON Denial for ER Expansion

Wake Forest Baptist Medical Center in Winston-Salem, N.C., has vowed to appeal the denial of a certificate of need request for a $4.8 million expansion of its emergency department, according to a Winston-Salem Journal report.

The state’s Division of Health Service Regulation denied to request in late April, and the decision was made public last week. Wake Forest applied for the CON in late January.

While the system met most of the requirements needed to receive approval, quality deficiencies at Brenner Children’s Hospital in Winston-Salem, part of Wake Forest Baptist’s Baptist Hospital, led to the eventual denial.

The deficiencies are related to an incident at Brenner Children’s where a man assaulted his girlfriend’s child, almost killing the 2-year-old, while at the hospital. The incident prompted a survey by the N.C. State Survey Agency on behalf of CMS, which could have put Wake Forest’s Medicare reimbursements at risk. However, Wake Forest passed the inspection and remains eligible for Medicare reimbursement, according to the report.
