The fee is expected to generate $152 million, which would attract an additional $269 million in federal matching funds. Fees would be recouped by the hospitals through higher Medicaid reimbursements.
Some Republicans opposed the measure, arguing it would lead to more federal spending, according to the report.
The bill now moves to the House.
