The hospital and town have feuded over Massena Memorial’s proposed merger with Ogdensburg, N.Y.-based Claxton-Hepburn Medical Center/North Star Health Alliance and Crouse Hospital in Syracuse, N.Y., which town supervisor Steve O’Shaughnessy has said are not the best potential partners.
