The bill in question was leaked last Friday, Feb. 24. The budget reconciliation draft included stipulations to cap the tax exclusion for employer-sponsored health insurance, roll back Medicaid expansion, establish age-based premium tax credits and allot innovation grants to states to help offset the costs of high-cost patients, among other ideas. According to a report from The Hill, conservatives in the House criticized the draft’s tax credits Monday, saying they would not vote for a bill with refundable tax credits.
Majority Whip Steve Scalise, R-La., addressed these comments Tuesday, telling reporters, “That draft is not even representative of where we are,” according to The Hill. “[Freedom Caucus Chairman Mark Meadows, R-N.C., is] working with us and we’re in direct conversations with the chairman of the [Republican Study Committee] as well as others about the best way to build a consensus to pass a bill to gut Obamacare.”
House Speaker Paul Ryan said at a press conference consensus will be achieved among Republicans in the final draft, according to The Hill.
