Kasich, Hickenlooper release details of healthcare reform proposal

Gov. John Kasich, R-Ohio, and Gov. John Hickenlooper, D-Colo., have released the details of their healthcare reform proposal, addressing three key issues: individual market stabilization, preserving coverage gains and controlling costs, and partnerships between federal and state governments.

Below is a synopsis of the proposal.

Market stabilization: The federal government should continue funding for cost-sharing reduction subsidies, and also seek to establish a temporary stability fund of $15 billion that states can use to create reinsurance programs or similar initiatives that limit losses for payers. To increase competition between payers in underserved countiesderal health insurance taxes should be exempted on exchanges in those counties. Residents of these counties would also have the option of temporarily buying into the Federal Employee Benefit Program. It is also essential to keep the individual mandate and encourage healthy people to participate on the exchanges.

Coverage gains and cost control: The federal government should invest in outreach and research to find ways they can cater plans to younger, healthier people and encourage them to enroll. In addition to providing funding for reinsurance and risk-sharing programs, the government should also give states more flexibility in choosing reference plans for the 10 essential health benefit categories.

Partnerships between federal and state governments: Creating standard federal regulations and taking the burden of regulation away from states will streamline the regulation process. Implementing state innovation waivers would also allow for creative solutions to state-specific problems.

The proposal was sent to minority and majority leaders of both the House of Representatives and Senate. Along with Mr. Kasich and Mr. Hickenlooper, the letter was signed by Gov. Brian Sandoval, R-Nev., Gov. Steve Bullock, D-Mont., Gov. Bill Walker, I-Alaska, Gov. Tom Wolf, D-Penn., Gov. John Bel Edwards, D-La., and Gov. Terry McAuliffe, D-Va.
