Rep. Tom Marino, R-Pa., was one of the first people considered for the drug czar position last year, but he eventually declined his nomination after it was revealed he cosponsored legislation that made it harder for the Drug Enforcement Agency to freeze suspicious opioid imports.

Prior to joining Mr. Kelly’s office, Mr. Carroll served in the White House counsel’s office overseeing security clearances for the administration.

The Office of Management and Budget plans to redirect two grants from the ONDCP that would cut the office’s funding by 95 percent.
