The lack of reasoning is notable because Iowa implemented a law in 2017 requiring state government to publicly provide information related to any firing of a state employee, according to the report.
During his tenure, Mr. Foxhoven led the privatization of Iowa’s Medicaid system, during which two of three insurance carriers dropped out of the program. He was working to rebuild DHS after budgetary issues led to 1,000 layoffs, and he also oversaw state institutions for mental illness, among other responsibilities.
Ms. Reynolds appointed Gerd Clabaugh to serve as director in the interim. Mr. Clabaugh joined Iowa’s Department of Public Health five years ago.
