However, while coverage expanded for low-income children, eligibility for low-income adults continued to lag, despite large increases in unemployment.
Thirteen states expanded eligibility, largely for children, and 14 states improved enrollment and renewal procedures. Meanwhile, Arizona and New Jersey made Medicaid reductions in areas that were not subject to federal requirements.
For 2011, however, states such as New York are planning to cut Medicaid funding, anticipating the end of enhanced federal payments to the state programs.
The Kaiser report also warns that states still need to adopt technologies to deal with a huge expansion of Medicaid enrollees in 2014 under the healthcare reform law.
