“As long as you have first-dollar benefits, it’s like having a free bar at the cocktail party, versus having a cash bar at the cocktail party,” Mr. Barbour told the GOP Congressional Health Care Caucus. “When people have first-dollar benefits, they don’t care what it costs.”
Mr. Barbour also renewed his for Medicaid block grants. He rejected Democratic criticisms that giving state more discretion over Medicaid would undo the healthcare safety net.
