The new regulations, implemented through the New York State Department of Financial Services, will ban insurers that withdraw from the state’s ACA marketplace from participating in Medicaid, Child Plus, or Essential Plan programs.
No matter what changes may occur on the federal level, Mr. Cuomo’s plan guarantees that all contraceptive and birth control devices are covered without co-pays or deductibles by all plans available on the state marketplace.
