Instead the plan is intended to be more of a broad outline of various reforms, such as a tax credit to help Americans afford health insurance plans and taxation of some employer-based health insurance plans, according to the report. Not including the dollar amounts on the tax credits or other specifics could be a strategy to avoid targeted attacks, The Hill reports.
The plan is part of an initiative by House Speaker Paul Ryan (R-Wis.) to release six policy papers that outline GOP-backed policy changes.
