Mr. Katz started as director of San Francisco’s public health department 13 years ago after running the city’s AIDS office. He has visited Los Angeles twice to discuss the job, which still needs approval from the county’s board of supervisors.

Mr. Katz informed the San Francisco mayor’s administrator that he intended to leave within three years. During his tenure, he has established Healthy San Francisco to provide coverage for the city’s 73,000 insured, passed a bond to rebuild San Francisco General Hospital and planning the December opening of rebuilt Laguna Honda Hospital.
