Mr. Rowlands is taking over duties from Nicholas Mayhew, who left after 20 years of service to become CEO of New Hartford, N.Y.-based GPO Federal Credit Union.
Most recently, Mr. Rowlands was CFO of Oneida (N.Y.) Healthcare Center.
