Mr. Migoya, who has been a banker for over 30 years and has no healthcare experience, is expected to assume his position on June 1; Jackson is expected to run out of cash in July. Under his contract he could receive up to $975,000, according to the report. Current CEO Eneida Roldan, MD, MPH, MBA, earns $665,000 a year.

The two other finalists were Myles Lash, who has served as a hospital administrator and consultant, and Ram Raju, COO of New York City’s public hospital system. An initial vote by Jackson’s governing board yielded six votes for Mr. Migoya, five for Mr. Raju and three for Mr. Lash. After a two-hour debate, the final count was nine votes for Mr. Migoya and five for Mr. Raju.

One of Mr. Migoya’s assets that appealed to the Jackson board was his familiarity with the community, as he was the Miami city manager, voluntarily unpaid, for 10 months last year.
