Although the grants distributed last year to support the RECs were only supposed have a lifetime of four years, the RECs were to take on most of the costs after the first two years. Specifically, in the first two years, the RECs and the ONC share a 10:90 ratio to cover the costs. After two years, that ratio would reverse. Now, the ONC will cover 90 percent of the costs for the full four years.
