The AMA recommended the following:
- Removing the “all-or-nothing” approach to meaningful use in favor of penalty and incentive thresholds (50 percent compliance to avoid penalty, and 75 percent compliance to earn incentive payments).
- Making the “most challenges” measures optional parts of the MU program.
- Expanding hardship exemptions for all MU stages.
- Providing physician MU exemption for those who participate in the Physician Quality Reporting System.
- Rework the physician certification program to focus on interoperability, quality reporting and security issues.
- Remove the requirement requiring personnel entering orders to be either licensed medical professionals or credentialed medical assistants.
