Mark Jacobs. CIO of Delaware Health Information Network (Dover). As the first CIO of Delaware Health Information Network, Mr. Jacobs oversees IT for the statewide health information exchange. The HIE was founded in 1997 and went live in 2009, becoming the first operational statewide HIE in the U.S. Prior to joining DHIN, Mr. Jacobs had more than 30 years of health IT experience, including time as director of technology for York, Pa.-based WellSpan Health System and director of technology for Lancaster (Pa.) Health Alliance.
