California HIE names former Oracle exec CEO

David Watson has been named CEO of the California Integrated Data Exchange, a nonprofit organization formed by Blue Shield of California and Anthem Blue Cross in the process of developing a statewide, “next-generation” health information exchange.

Mr. Watson joins Cal INDEX from Oracle Corp., where he served as global vice president of healthcare product strategy. He has also served as CTO and COO of Emeryville, Calif.-based MedeAnalytics and CTO of Oakland, Calif.-based Kaiser Permanente.

Cal INDEX’s HIE will comprehensively present data by integrating clinical data from providers and claims data from payers. The HIE will initially provide clinicians access to approximately 9 million health records — nearly one-fourth of California’s population — making it one of the largest HIEs. The HIE plans to go live by the end of 2014.
