Under the HIE’s new funding model, hospitals and health plans will cover the operating expenses previously funded by community provider fees, according to the report.

Community providers include private practice primary care and specialty care providers, federally qualified health centers, rural health clinics, public health facilities, correctional facilities and first responders, according to the report.
