OpenAI is committing $1 billion in subsidized access to its Daybreak cyber models, training and technical support through a new initiative called Daybreak for Frontline Defenders.
The effort targets resource-constrained providers of essential services, “helping frontline defenders — water utilities, community banks, health systems, local governments — find vulnerabilities, turn them into tested fixes, and protect those they serve,” the company said Sept. 3.
As part of the program, OpenAI is piloting a partnership with the Multi-State Information Sharing and Analysis Center to train and support state, local, tribal and territorial cyber defenders. MS-ISAC’s membership includes public hospitals.
OpenAI said thousands of defenders across 2,000 approved organizations already use Daybreak, which launched earlier this year with two tiers: Daybreak Blue for common defensive work and Daybreak Red for more sensitive cyber operations. More than 35 enterprise products and partner-operated services are also joining the Daybreak Defense Network to bring the models into tools defenders already use.
OpenAI said it expects the $1 billion commitment to be spent over the next six months.
The move comes days after rival Anthropic unveiled its own healthcare-informed cybersecurity framework, underscoring how AI developers are racing to reassure hospital IT leaders as frontier models capable of finding software vulnerabilities move toward wider deployment.
