AI adoption is outpacing health system governance: Report

Eighty-eight percent of health systems are using AI internally, yet only 17% have a mature governance structure and fully formed AI strategy, according to a report released Aug. 12 by the Healthcare Financial Management Association and Eliciting Insights, a healthcare strategy and market research firm.

The findings are based on survey responses from 233 health systems and qualitative interviews with CFOs conducted in the second quarter of 2025.

Here are six key takeaways from the report:

  1. Seventy-one percent of health systems have identified and deployed pilot or full AI solutions in finance, revenue cycle management or clinical areas.

  2. In 2025, nearly 70% of CFOs reported the presence of some governance structure for AI at their organizations, a notable increase from 40% in 2024.

  3. Eighty percent of health systems said existing vendors or firms partnering with existing vendors hold a significant advantage over new vendors seeking to pilot AI solutions.

  4. Seventy percent of health systems expressed greater comfort sharing data to power AI models with existing vendor partners.

  5. Most health systems reported lacking the resources needed to identify AI opportunities with clear return on investment.

  6. More than 80% of health systems do not yet have mature AI programs capable of effectively managing their investments.
