Eighteen large hospitals in Washington sued in an effort to receive $31 million for patients who were not eligible for Medicaid or Social Security treated between 1994 and 2000, according to the report. The state did pay the hospitals some money for these patients, but the hospitals believe the federal government should have paid them more.
