Utah Gov. Gary Herbert (R) moved forward the limited Medicaid expansion. The amendment would expand Medicaid eligibility to include low-income parents earning 60 percent of the federal poverty level, up from those previously earning approximately 45 percent of the federal poverty level.

The proposal requires CMS approval. If support is granted, eligible parents could apply for Medicaid coverage beginning July 1.

UDOH initially requested the expansion in 2016 as part of a larger plan to expand Medicaid to the chronically homeless and individuals in the criminal justice system. The larger request called for coverage to be extended to an additional 6,000 to 8,000, which CMS officials are still considering.
