The PCIP program provides people with pre-existing conditions insurance coverage with premiums that are comparable in price to those for healthy people in the individual insurance market. Enrollment in PCIP has increased nearly 400 percent from 2010 to 2011 and is expected to reach 50,000 within the next month.
State-based PCIPs have seen annual overall per-member claims costs of approximately $29,000 — more than twice the cost that traditional high-risk pools have had in the past, according to the release. The high cost is due to members’ urgent need for treatment and lack of prior health coverage.
By 2014, all health insurers will be prohibited from denying coverage to people with pre-existing conditions.
