South Carolina governor issues executive order against state funds for abortion clinics

Republican South Carolina Gov. Henry McMaster has ordered state agencies to end funding for abortion clinics.

Mr. McMaster’s office announced the executive order Friday, saying state agencies are directed “to cease providing state or local funds, whether via grant, contract, state-administered federal funds, or any other form, to any physician or professional medical practice affiliated with an abortion clinic and operating concurrently with — and in the same physical, geographic location or footprint as — an abortion clinic.”

His office said the governor also ordered the state’s health and human services department to seek federal permission to keep abortion clinics out of South Carolina’s Medicaid provider network.

Additionally, the governor ordered the state departments to work together on a public listing of qualified nonabortion women’s health and family planning providers “to help facilitate appropriate and informed access to women’s health and family planning services.”

“There are a variety of agencies, clinics and medical entities in South Carolina that receive taxpayer funding to offer important women’s health and family planning services without performing abortions,” Mr. McMaster said. “Taxpayer dollars must not directly or indirectly subsidize abortion providers like Planned Parenthood.”

Jenny Black, president and CEO of Planned Parenthood South Atlantic, said in a statement obtained by The Hill the executive order “hurts South Carolinians in the name of politics.”
