Passage of the exchange law will set off the next phase in setting up the health insurance marketplace. In the coming months, the staff and board of the health insurance exchange will flesh out the details of the exchange, including which standards insurance plans must meet on quality and pricing, which tools consumers will use to compare plans apples-to-apples on the exchange website and how the exchange enrollment process will work.

According to the report, the public will be encouraged to weigh in on the details at every step of the exchange.
