Highmark had requested a 9.9 percent increase for Special Care, but public outcry forced the insurer to reduce the request to 4.9 percent, according to the report.
Nearly 17,000 people are covered under Special Care, which costs $162 per month. The plan will cost roughly $170 per month after the increase goes into effect Jan. 1, 2012.
