Republican senators raised concerns about the legislation at the last minute, saying they were unsure of all commitments and implications of the health insurance exchanges, which are part of the Patient Protection and Affordable Care Act, according to the report.
Currently, there are no plans for the Senate to return to session. If the state is not able to set up its own exchange by 2013, the federal government will intervene to help set up the exchange.
