The rating reflects a commitment from the U.S. Department of Agriculture to provide a direct loan upon completion of the system’s construction project to pay its Series 2017 notes prior to maturity on Dec. 1, 2020.

The rating incorporates the system’s multiphase approach to completing the project with an experienced construction team and ample time between the project completion date and note maturity.
