CMS adopted a policy last year to make payments for clinic visits site-neutral by reducing the payment rate for patient visits to off-campus hospital-based clinics to the same rate as patient visits to physicians’ offices. Under the proposed rule, the off-campus clinics would be paid at a rate of 40 percent of the OPPS rate in 2020.

Under the site-neutral policy, Medicare OPPS payments would decrease by $650 million in 2020 and Medicare beneficiaries’ co-payments would decrease by an estimated $160 million, according to the report.
