Medicaid continues to be one of the biggest areas of overspending for states. The 10 states in which Medicaid was underfunded for the 2013 budget were California, Connecticut, Georgia, Iowa, Maine, Maryland, Nevada, Texas, Virginia and West Virginia.
Texas was one of the more extreme cases, noting its Medicaid program was underfunded by almost $4.3 billion. Earlier this year, Texas Gov. Rick Perry (R) said the state would not expand its Medicaid program under the healthcare reform law, which would broaden Medicaid access and be covered by federal funds.
