The Health Care Reform Initiative Advisory Council issued a report to Republican Gov. Bob McDonnell on how to set up the exchange by 2013, and the legislature will wait for his actions before moving forward with the program.
According to the report, Gov. McDonnell and several state legislators oppose the Patient Protection and Affordable Care Act that establishes health insurance exchanges, but they want the state to set up and run the exchange rather than the federal government.
