Utah’s Proposed Medicaid Deductible Increases Unlikely to Gain Federal Approval

A proposal by the Utah Medicaid program to move Medicaid recipients into ACO-like arrangements with managed care plans has been well received by federal regulators, but a proposed increase in deductibles are unlikely to gain approval, according to a Salt Lake Tribune report.

The state had proposed instituting $40 deductibles and co-payments ranging from $15 (for non-emergency care provided in an emergency department) to $220 (for hospital stays), which far exceed the $3-$5 co-payments now being charged. CMS has said the program can impose higher co-payments for some things, such as inappropriate ER use, but these cannot exceed the current maximum.
