According to the report, more than 2.4 million state residents enroll in employer sponsored health plans each year. About 39 percent of those employees purchased high-deductible plans in 2014, compared to 6.6 percent in 2006.

In 2016, nearly 60 percent of residents who purchased plans through the state exchange, Kynect, chose a high-deductible, low-premium sliver-level plan. Deductibles for an individual and a family plan averaged $3,500 and $7,000, respectively.
