The federal healthcare law requires state insurance exchanges to be open for enrollment by Oct. 1, 2013. Since many expect HHS to release final rules for the exchanges as late as March — and states will need to approve the plans before offering them to consumers — it’s likely that many health insurers will have only weeks between April and May to design appropriate plans for the online marketplaces, according to the report.
