Transitioning to a mutual insurance company will not affect the plan’s benefits or provider networks, and Florida Blue would continue to operate as a subsidiary of Blue Cross Blue Shield. Florida’s Office of Insurance Regulation and Florida Blue policyholders must first approve of the restructuring, according to a news release.
