Mr. Gansler said in the statement some health insurers are requesting price hikes of 25 percent, amounting to 100 to 150 percent increases for some customers. He said the requests come at the same time health insurance cost growth is slowing and cited “surprisingly reasonable rates” on California’s health insurance exchange-based plans.
