The investigation pertains to payments made in fiscal years 2003 through 2011. Since February, lawmakers have questioned whether Minnesota officials manipulated the rate certification process for Medicaid to wrongly obtain excess federal funds.
Gov. Mark Dayton (D) and his administration have said officials have adopted a different approach to HMO payments than the one used by the administration of Gov. Tim Pawlenty (R), who left office in January.
