So far, eight of 30 Republican governors have broken with party tradition and announced they would broaden eligibility requirements to more low-income residents in their state in exchange for full federal funding for the additional cost for three years. A few, including Idaho Gov. C. L. “Butch” Otter, have not yet taken a stance on the issue.
