The 5 percent cuts from the Arizona Health Care Cost Containment System went into effect Oct. 1. The AzHHA had asked the court to restore the cuts to previous levels, arguing the new rates were insufficient to ensure access to care for Medicaid beneficiaries. While the judge determined that the AHCCS director was not absolved from considering access before implementing payment cuts, he dismissed the motion to immediately restore the funding.
