About 14,000 people, living and dead, donate organs annually, according to HRSA. However, about 120,000 Americans are waiting on an organ transplant — meaning the demand far outweighs the supply. HRSA’s proposal aims to incentivize hospitals to host education and registry events for organ, eye and tissue donors.
