Under the Patient Protection and Affordable Care Act, HHS is required to establish an enrollee satisfaction survey system for members of qualified health plans offered through affordable health insurance exchanges. CMS is soliciting input on publicly available domains — such as access, communication, coordination of care and customer service — as well as instruments and measures for determining the level of enrollees’ satisfaction with QHPs and their experience with the healthcare system.

CMS plans to submit the survey system to the Agency for Healthcare Research and Quality for recognition as a CAHPS survey. CMS intends for the satisfaction survey to be implemented in 2016 and available for display on the insurance exchange’s website in 2016 open enrollment for the 2017 coverage year
