St. Vincent’s first filed the CON in 2005, along with OPMC and Baptist Medical Center in Jacksonville. The Agency for Healthcare Administration awarded the CON to OPMC, but a judge sent the case back to AHCA after St. Vincent’s and Baptist challenged the ruling, according to the report. The CON was then awarded to St. Vincent’s and appealed by OPMC.
