Specifically, Mr. Taylor provides the following healthcare reform recommendations:
• Basic, mandated benefit coverage for all U.S. citizens
• Increased emphasis on the primary care relationship between physician and patient
• Creation of a non-political regulatory entity to recommend future amendments of health programs to Congress
• Comprehensive medical malpractice tort reform
• Elimination of provider tax-exempt status unless services were provided completely free of charge
