Top-Ranked Health Insurers Mostly Smaller, Community-Based

Several of the top-ranked health insurers measured by the National Committee for Quality Assurance are smaller, community-based and mostly non-profit, according to a Consumer Reports report.

NCQA looked at 390 private plans, which are individual and employer-based health plans. Smaller insurers such as Capital Health Plan, Tufts Associated HMO and Tufts Health Plan ranked among the highest private plans, the report said.

Other results from the NCQA's measurements include the following:

•    Although several of Cigna's HMOs ranked in the top quarter of ranked private plans, its PPOs were toward the bottom of the list.
•    Eighteen of the 50 top-ranked private plans are based in New England.
•    Almost all of Kaiser Permanente's private and Medicare HMOs scored higher than average for treatment and prevention.
