The group chose the hospitals that have a low incidence of problems from surgical errors and infections, based on data submitted to CMS on 12 measures. Hospitals were eliminated from contention if they did not report on at least four of the surgical complication measures or four of the infection measures, having a below-average patient recommendation rating, ranking in the bottom 5 percent for any of the considered measures and if they did not have surgical checklists.
