Mr. Koster had been facing pressure from Republican state lawmakers to join the lawsuit, which led to a Florida federal judge’s decision that the entire law is unconstitutional. However, Mr. Koster argued that while the individual mandate should be struck down, the rest of the law should remain in place.
The 11th Circuit in Atlanta will host the Obama administration’s appeal of the decision.
